SDG indicator coverage across 25 countries and three income groups. The goals are universal; the data’s provenance is not.
The Sustainable Development Goals are called “universal” — they apply to every country. We checked whether the data does too, and who actually produces it.
We queried the UN SDG Global Database for 33 key indicators across 25 countries: 15 Least Developed Countries, 5 middle-income, and 5 high-income OECD. For each indicator-country pair, we checked whether data exists and who produced it.
The headline is surprising: coverage is high everywhere. LDCs average 85%, HICs 96%. Tanzania has complete coverage — 33 out of 33. The gap is only 3.6 indicators.
But the headline conceals three patterns that matter more than the coverage rate itself.
Coverage gaps are not spread evenly across the goals. They cluster in domains that require the most sophisticated statistical infrastructure.

The largest gaps: marine protection (80pp), education quality (40pp), inequality (37pp), peace and justice (27pp). These are the indicators that require household surveys with consumption modules, learning assessments, or population registers — the infrastructure that LDCs are least likely to have.
Within the LDC group, coverage ranges from 24 indicators (Central African Republic, Somalia) to 33 (Tanzania). The fragile and conflict-affected states cluster at the bottom.

This is the most significant finding. The UN SDG database records the “nature” of each data point: whether it was produced by the country (C), adjusted by an international agency (CA), estimated (E), modeled (M), or from a global monitoring program (G).
Across all income groups, only about half of SDG data is country-produced:

Germany and Japan have lower country-produced rates (53%) than Nepal (60%) or Burundi (59%). High-income countries are not producing dramatically more of their own SDG data than least developed countries.
This extends the measurement layer thesis to the SDG framework itself. Previous analyses showed that methodology shapes the answer within a single data system. The SDG finding reveals a layer above that: the institutional architecture of who produces the data shapes what appears to be measured at all.
A country with 85% coverage and a country with 96% coverage may be much further apart than 11 percentage points in their ability to track progress — if the difference is that one country’s numbers come from its own observations and the other’s from someone else’s estimates.
Data from the UN SDG Global Database API (UNSDGAPIV5). 33 indicators across 25 countries (15 LDC, 5 MIC, 5 HIC). For each pair, we checked for any data and recorded the Nature attribute (C, CA, G, E, M). This is a sample — the full SDG framework has 231 unique indicators. Coverage rates for the full set would likely be lower, particularly for Tier II and Tier III indicators.
